into the sandy hook school shooting will be delivered by state police today. the presentation will be made at the first meeting of the new sandy hooke advisory commission. the group also hear from experts involved in the aftermath of the virginia tech and columbine and tragedies. their goal is to come up with recommendations on school safety, a mental- health and gun violence prevention. their initial report is due by march the 15th. >> the lafayette school district is joining a growing list of schools making security changes. the district will implement a new emergency block down system. hill will allow teachers to lock their doors from inside the classroom as that of going out in the fall. the new locks will go into all five district schools on all 205 classroom doors. the locks are just one new layer of security. new security cameras are also now in place, about a dozen at each school they work day and night. >> san mateo county plans to hold its first gun buyback program of the year. the gun buyback aims to monetarily reward the voluntary surrender of firearms in an attempt at reducing

after superstorm sandy. and still don't have enough heat. one of the only places where people seemed to be having any fun -- this new york lake where the ice-boaters were out.going as fast as 60 miles an hour. but most people are not enjoying this. and the forecast suggests they're not getting much relief anytime soon. the cold weather is being blamed for the deaths of at least four people. including a 70-year-old illinois man found frozen in his unheated home. >> pam: saying california did the impossible, governor jerry brown trumpeted his balanced budget this morning in his state of the state address before the state legislature. the governor praised lawmakers for making tough spending cuts, and he praised voters for approving temporary tax increases. but he also said lawmakers must fulfill a promise to voters by not over- spending, and instead paying down debts, and storing up reserves for the leaner times ahead. the governor also called for a special session of the legislature to deal with those issues that must be decided immediately if california is to get the president's affor
